No. Employers can request for a fee refund or replacement clauses to be included in their service agreements with employment agencies (EAs). Some EAs already provide employers with a fee refund or replacement of workers if the workers prematurely terminate their employment contracts. When you are engaging the EAs, you may  wish to add such clauses to better protect your interests.
