WORK PASSES AND PERMITS

All foreigners who intend to work in Singapore must have a valid pass (commonly known as a work visa) before they start work. If any employer is engaging the foreigners to work in Singapore, then the employer must ensure that the foreigners hold a valid work pass.

There are various types of Work Passes available in Singapore which are categorized according to the merits which meet the requirements of nature of jobs.

The common Work Passes are available to Professionals, Skilled & Semi-Skilled Workers, Students, Family Members of Work Pass holders and Exemptions & Working While On A Visit. How to notify MOM in case of your entity’s data is not found in MOM’s portal?

Updating MOM with your new entity’s data where no local employee is employed but applying for LOC for LTVP / LTVP+ / DP holders or for newly registered business firm or entity with ACRA.

This process may be required when the newly registered Firms or Entities intend to apply for the work passes however the data of such Firms or Entities are yet to be synchronized with MOM from ACRA records.

New Entry Requirement with COVID-19 Insurance

The Government has thus far borne the COVID-19 medical bills for pass holders, unless they left Singapore from 27-Mar-2020 despite the prevailing travel advisory. For all pass holders entering Singapore from 01-Jan-2021, the Government will no longer cover their COVID-19 treatment cost if they develop COVID-19 symptoms or test positive within the first 14 days of their arrival. This is regardless of when the pass holders left Singapore.

Accordingly, the Ministry of Manpower (MOM) has enacted with new entry requirements.

New measures to facilitate retention and hiring of work permit holders in the Construction, Marine Shipyard and Process sectors

The Government is introducing new measures to help companies in the Construction, Marine Shipyard and Process (CMP) sectors retain their existing Work Permit Holders (WPHs) and facilitate the inflow of new WPHs. The new measures will ensure that the CMP sectors continue to meet manpower needs for their operations, preserve core capabilities and emerge stronger from COVID-19.

The Government will support all firms in the CMP sectors through the following measures:

  • a) WPHs whose work permits are expiring between July and December 2021 will be allowed to renew their permits for up to two years, even if they do not meet the renewal criteria. This includes WPHs who are reaching the maximum period of employment, or who are reaching the maximum employment age. Firms also do not need to maintain at least 10% of their WPHs as higher skilled workers.
  • b) From July 2021, the validity of In-Principle Approvals (IPAs) of all work pass holders, including Employment Passes, S Passes and Work Permits, who are unable to enter Singapore due to border control measures, will be extended by up to one year.
  • c) The Government will partner the Singapore Contractors Association Ltd (SCAL) to introduce a six-month retention scheme (1 September 2021 till 28 February 2022) for experienced construction WPHs whose previous employment has been terminated.
  • d) There is a minimum Period of Employment (POE) requirement for WPHs to qualify for Man-Year Entitlement (MYE) waiver. From 1 October 2021 to 31 March 2022, this requirement will be removed for new and renewal WPH from Non-Traditional Sources (NTS countries: India, Sri Lanka, Thailand, Bangladesh, Myanmar and Philippines) and the People’s Republic of China (PRC) for firms in the Construction and Process Sectors.

The CMP sectors play key roles in Singapore’s economy, and Government agencies have been working closely with the CMP sectors to transform their business, reduce manpower reliance and build up their resilience through the Industry Transformation Maps. The Government will continue to review our measures to support the CMP sectors to ensure they emerge stronger from COVID-19.

Criteria for Employment and S Pass holders to continue to tighten over time

The Prime Minister said that the salary cut-offs for holders of Employment Passes and S Passes were raised last year (2020), and the authorities will continue tightening the criteria over time. These passes allow foreign professionals and skilled staff to work in Singapore.

But the Prime Minister said that the criteria would not be tightened suddenly or sharply, such that it would hurt businesses.

This is to ensure that the foreign professionals, managers and executives and mid-level skilled workers “come in where we most need them” and that Singapore “won’t be flooded with more than we can absorb, doing jobs for which Singaporeans are qualified and available”.

For Financial Sector effective from 01-Dec-2020:

  • Fixed monthly salary of at least $5,000 (Older & more experienced candidates need higher salaries).
  • Older and more experienced EP applicants in their early 40s will need to earn around double the new minimum qualifying salary of $5,000.
  • EP renewals will be subject to the new salary requirement with effect from 01-May-2021 to moderate the impact on businesses.
EntrePass
  • For eligible foreign entrepreneurs wanting to start and operate a new business in Singapore.
Personalised Employment Pass (PEP)
  • For high-earning existing Employment Pass holders or overseas foreign professionals. The PEP offers greater flexibility than an Employment Pass.

 

Tech.Pass
  • The Economic Development Board (EDB) of Singapore Government has announced to launch a new pass for foreign tech industry experts called as “Tech.Pass” aimed to attracting founders, leaders and technical experts with experience in established or fast-growing tech companies to develop Singapore’s tech ecosystem and the applications will open in January 2021 with initial slots of 500 upon launch.
  • Tech.Pass is an extension of the Tech@SG programme that was launched in 2019. Both programmes facilitate fast growing tech companies and established tech talent to enter Singapore to benefit the local tech ecosystem with their experience and network.
