What is Overseas Networks & Expertise Pass in Singapore?

The Overseas Networks & Expertise Pass provides employment flexibility by allowing eligible applicants to concurrently start, operate and work for multiple companies in Singapore at any one time.

MOM has set to introduce a new Overseas Networks & Expertise (ONE) Pass, named to reflect the qualities the Pass holders will bring to Singapore. It is meant for top talent across all sectors. There will be a few routes to apply for it. Here we bring you the facts and overviews on it.

Key facts on Overseas Networks & Expertise Pass (ONE Pass)

Who it is for
  • Top talent in business, arts and culture, sports, science and technology, and academia and research.
Who can apply
  • Candidates who meet the eligibility criteria can apply directly.
  • Authorised & appointed Employment Agency or the employer can apply on behalf of the candidates.
Minimum salary
  • Earn a fixed monthly salary of at least SGD30,000 (or its equivalent in foreign currency) within the last 1 year;

Or

  • Will earn a fixed monthly salary of at least SGD30,000 under (your) future employer based in Singapore.

Note:

  • Individuals with outstanding achievements in the arts and culture, sports, science and technology, and academia and research can qualify, even if they do not meet the salary criterion.
What is the duration The duration of the pass is as follows:

  • First-time candidates: 5 years
  • Subsequent renewals: 5 years
Processing duration Most applications will be processed within 4 weeks.

Applications under “Outstanding achievements” may take longer if further assessment is required by the relevant agencies.

Vaccination requirement Candidates must be fully vaccinated against COVID-19 with WHO EUL vaccines (including booster, if eligible) to get their passes issued.
Apply for only 1 pass Candidates can only submit 1 application at a time.

For example, candidates can only apply for either Overseas Networks & Expertise Pass or Employment Pass / Personalised Employment Pass (PEP) at any one time.

Is it renewable
  • Yes, upon meeting the renewal criteria.
Passes for family Available forΒ certain family members of pass holders under respective Passes including Letter Of Consent (LOC) to work for Spouse:

  • Under Dependant’s Pass (DP):
    • Spouse (legally married)
    • Unmarried children under 21 years old, including those legally adopted

 

  • Under Long-Term Visit Pass (LTVP):
    • Common-law spouse
    • Unmarried handicapped children aged 21 and above
    • Unmarried stepchildren under 21 years old
    • Parents

 

  • Letter Of Consent (LOC) for Spouse to work:
    • Your spouse will be able to work in Singapore on a Letter of Consent.
    • Your Employer or authorised Employment Agency can apply for LOC which will enable your spouse to work.
    • Your spouse can register and operate a business with LOC while meeting out the criteria.
Foreign worker levy or quota
  • No foreign worker levy or quota required.

 

ONE Pass roadmap

Overview of what you need to do before, during and after you apply for an Overseas Networks & Expertise Pass.

Before applying
  • Know the eligibility and requirements to apply.

Before arrival
  • Apply for the Overseas Networks & Expertise Pass and wait for the outcome.
Upon arrival
  • When you arrive, make an appointment to get the pass issued.
  • During the appointment, MOM will verify documents, and register fingerprints and photo if required.
  • Receive the pass card at the address provided.
As and when required
  • Notify MOM annually regarding your professional activities and annual income, which will factor into the assessment on your eligibility for pass renewal.
  • Apply for a replacement if the pass card is lost, stolen or damaged.
  • Cancel the pass if you no longer require it.
Tax liability
  • Pass holders may be required to pay income tax.

 

What are the steps for applying ONE Pass?

These are the steps for applying:

Procedure details

Submit an application:

Β Processing time: 4 weeks for most cases.

To submit:

1)Β Β Β Β Β  Fill up the application form and upload the required documents.

2)Β Β Β Β Β  Pay $105 fee for each application by Visa or Mastercard.

3)Β Β Β Β Β  Check your application status after 4 weeks. It may take longer if additional information is required. If you receive an email from MOM requesting for more documents, please reply directly to the email you received from MOM.

4)Β Β Β Β Β  The application outcome will be sent to the notification email indicated in your application. If the pass is approved, print the in-principle approval (IPA) letter. It has a pre-approved single entry visa for you to enter Singapore. The IPA gives you 6 months to enter Singapore and get the pass issued. It also states whether you need to go for a medical examination, which can be done after arrival in Singapore.

Enter Singapore:

  • Β Ensure you comply with the travel requirements based on your vaccination status.
Issuance of pass:

When: Within 6 months of in-principle approval

Processing time: Immediate

You must be in Singapore to get your pass issued:

  1. Make an appointment to get your pass issued at MOM’s Employment Pass Services Centre (EPSC).
  2. Bring the supporting documents for your appointment.
  3. Pay the fees using VISA, MasterCard, AMEX, NETS or CashCard (if your credit or debit card was not issued in Singapore, please ensure it has been activated for overseas use):
    • $225 for each pass
    • (If applicable) $30 for each Multiple Journey Visa.

4. You will receive a notification letter.

The notification letter:

  • Allows you to start work and travel in and out of Singapore while waiting for the pass card.
  • States if you need to have your fingerprints and photo taken for the card registration.
  • Is valid for 1 month from the date of issue. If you need more time to complete the card registration procedures, you can request to extend the validity of the notification letter.

What you’ll need

You will need the following information to get the pass issued:

  • In-Principle Approval letter
  • Your original passport / travel document
  • Your email address and local mobile number
  • Your residential address in Singapore
  • Details of your current Short-Term Visit Pass, if applicable. If you are holding an SG Arrival Card, the details are in ICA’s email/message on the SG Arrival Card. You can refer to ICA’s website for more information.
  • The completed Declaration Form for Overseas Networks & Expertise Pass applications.
  • The completed Medical Declaration Form, if applicable.
  • A local address where MOM can deliver the card, and at least one authorised recipient’s contact details to receive an SMS or email alert, if applicable.
  • $225 for the issuance. An additional $30 for a Multiple Journey Visa, if applicable.
Register finger prints and photo

When: Within 2 weeks after pass is issued (if required)

Check the notification letter for whether you need to register your fingerprints and photo.

For registration, you must make an appointment for you to visit EPSC. You need to register within 2 weeks after the pass is issued.

Bring along these documents for the appointment:

  • Original passport
  • Appointment letter
  • Notification letter
Receive the card

Β When: Within 5 working days after registration or document verification

  • MOM will deliver the card to the given address within 5 working days after you register at EPSC and get your documents verified.
  • If you don’t need to register, MOM will deliver the card within 5 working days after checking your documents.
  • The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery.

Tip: Download SGWorkPass to scan QR code on your new card to check status, expiry date and more.

If an attempted card delivery is unsuccessful

  • After 2 attempted deliveries, you or an authorised person has to collect the card at EPSC.
  • You can collect it 3 working days after the second attempted delivery. You do not need an appointment.

Bring along these documents for card collection:

  • Candidate’s original passport
  • Notification letter

If you authorise someone to collect it on your behalf, make sure they bring these along:

  • An authorisation letter from the pass holder
  • NRIC or passport for verification

 

Eligibility for Overseas Networks & Expertise Pass

The Overseas Networks & Expertise Pass provides employment flexibility by allowing eligible applicants to concurrently start, operate and work for multiple companies in Singapore at any one time.

Who is eligible

Overseas Networks & Expertise Pass candidates are assessed on a case-by-case basis. Candidates who meet the criteria can apply and MOM will consider each application with care, seeking those who can bring valuable perspectives and contribute to Singapore economy and society.

There are different routes to apply for the Overseas Networks & Expertise Pass.Salary criterion

Salary criterion

Existing work pass holders and overseas candidates can apply if they meet either of the salary criteria below:

  • Earn a fixed monthly salary of at least SGD30,000, or its equivalent in foreign currency for the last year.
  • Will earn a fixed monthly salary of at least SGD30,000 under their prospective (future) employer based in Singapore.

The fixed monthly salary of at least $30,000 should come from one employer. Other sources of income may be considered on a case-by-case basis. In addition to meeting the salary criteria above, the candidates also need to fulfil the conditions in the table below:

Overseas candidate You have been working for an established company overseas for at least 1 year.

Or

You will be working for an established company in Singapore.

Existing work pass holder You have been working in Singapore for at least 1 year.

Or

You will be working for an established company in Singapore.

Note:

  • For a company to be considered established, it must have a market capitalisation of at least US$500 million or an annual revenue of at least US$200 million.

Renewal of ONE Pass

The Overseas Networks & Expertise Pass is renewable for 5 years each time. To be eligible for renewal, the pass holder must meet either of the following:

  • Earn a fixed monthly salary of at least SGD30,000 on average over the past 5 years in Singapore.
  • Started and is operating a Singapore-based company that employs at least 5 locals, each earning at least SGD5,000 (pegged to the EP minimum qualifying salary).

Outstanding achievements

Individuals with outstanding achievements in the arts and culture, sports, science and technology, and academia and research can qualify for Overseas Networks & Expertise Pass without meeting the salary criterion.

Individuals who have demonstrated a high level of achievement in scientific research or other academic research, with a proven record of impactful outcomes from research conducted (which may include international recognition of scientific and/or academic leadership) may apply under the academia and research track.

Applicants must submit a detailed Curriculum Vitae (CV) (including academic qualification, professional experiences and accomplishments), and letter(s) of endorsement by a local host research institution (i.e. Autonomous Universities/A*STAR) before they would be considered under the outstanding achievement track for academia and research.

 

Examples of outstanding achievements:

  • Applicants in the arts include receiving prestigious regional or international prizes for excellence artistic endeavours.
  • Applicants could have well-established careers in enabling roles such as managing top-tier talent.
  • A world-class and renowned producer could provide networks, collaboration and opportunities which support the growth of local talents.
  • In sports, suitable individuals for the pass include athletes, coaches, sports scientists and other sports-related specialists with a proven track record. They should be a good fit to benefit Singapore’s broader ecosystem through their desire contribute while pursuing their own interests.
  • Those in research and academia, or science and technology, who are granted the ONE Pass would have demonstrated a high level of achievement in scientific and other academic research. This could involve a proven record of impactful outcomes from research conducted, which may include international recognition of scientific and academic leadership.

 

Benefits of the Pass

The Overseas Networks & Expertise Pass is a personalised pass tied to the individual and gives greater employment flexibility:

  • You can concurrently start, operate, and work for multiple companies at any one time.
  • You do not need to reapply for a new pass if you change jobs.
  • Your spouse will be able to work on a Letter of Consent (LOC).

Exemption from work pass Frameworks

  • Overseas Networks & Expertise Pass holders will not be subject to the Complementarity Assessment Framework (COMPASS).
  • Employers who wish to hire them are not subject to the Fair Consideration Framework (FCF) job advertising requirement.

Annual Declaration

To ensure that the Overseas Networks & Expertise Pass holders are utilising the flexibilities accorded to contribute meaningfully, MOM will request the following information from the pass holders yearly:

  • Details on all your professional activities over the past year.
  • The annual salary you have earned from all professional activities.

This will contribute to MOM’s assessment of your eligibility for renewal.

 

Documents required for Overseas Networks & Expertise Pass

You need to upload documents when submitting an Overseas Networks & Expertise Pass application.

Documents required:

Travel document biodata page (including any amendments)

If the candidate’s name on the passport differs from that on their other documents, please also upload an explanation letter and supporting documents (e.g. deed poll).

You need to upload additional documents for the following categories of candidates:

Candidates who earned a fixed monthly salary of at least $30,000 for the last year while working in Singapore will need to submit the following:

  • Candidate’s monthly payslips for a consecutive period of 12 months.
  • Most recent tax statements from the Inland Revenue Authority of Singapore.
  • Documents supporting other income sources other than fixed monthly salary (if applicable).
Candidates who earned a fixed monthly salary of at least $30,000 (or its equivalent in foreign currency) for the last year while working overseas will need to submit the following:

  • Candidate’s monthly payslips for a consecutive period of 12 months.
  • Employment verification proof from a background screening company.
  • Documents supporting other income sources other than fixed monthly salary (if applicable).
  • Documents indicating latest company valuation, market capitalisation or annual company revenue of the candidate’s current or most recent employer from using any one of these sources within the last 3 months:
    • Pitchbook
    • Yahoo Finance
    • Crunchbase
    • Bloomberg
    • Google Finance
    • Venturecap
    • preqin
    • QCC.com
    • chinaventure.com.cn
    • itjuzi.com

If the documentation is not available, you may provide the company’s latest audited Profit & Loss statements.Β 

Candidates who will be earning a fixed monthly salary of at least $30,000 under a prospective employer based in Singapore will need to submit the following:Β 

  • Employment contract with a Singapore organisation or letter of offer from a prospective employer in Singapore.
  • Documents indicating latest company valuation, market capitalisation or annual company revenue of the candidate’s prospective employer using any one of these sources within the last 3 months:
    • Pitchbook
    • Yahoo Finance
    • Crunchbase
    • Bloomberg
    • Google Finance
    • Venturecap
    • preqin
    • QCC.com

If the documentation is not available, you may provide the company’s latest audited Profit & Loss statements.Β 

Candidates with outstanding achievements in arts and culture, sports, or academia and research will need to submit the following:

  • Payslips from the latest month.
  • Documents supporting other income sources other than fixed monthly fixed salary (if applicable).
  • Curriculum Vitae (CV) highlighting key achievements.
  • For candidates applying under the academia and research track:
    • CV should list significant publications, patents or technology disclosures in the past 5 years.
    • Provide recommendation or endorsement letter or document by a local host institution for a potential position.
