Eligibility for Dependant’s Pass for Overseas Networks & Expertise Pass holders
Eligible Overseas Networks & Expertise Pass holders can bring certain family members to Singapore on a Dependant’s Pass.
You can apply for Dependantβs Passes for your family members if you hold an Overseas Networks & Expertise Pass.
You can get a pass for the following family members:
- Legally married spouse.
- Unmarried children under 21 years old, including legally adopted children.
Note: If your family members are not eligible for a Dependantβs Pass, they may be eligible for a Long-Term Visit Pass.
Documents required to apply for Dependant’s Pass for Overseas Networks & Expertise Pass holders
You need to submit documents such as copies of passport details and birth or marriage certificates along with the Dependant’s Pass application.
You will need these documents to apply for a Dependantβs Pass (DP):
- Travel document biodata page (including any amendments).
- For children who share a passport with their parent, you must also submit the parentβs personal particulars page.
- You may need to submit additional documents depending on the family member you are applying for:

Procedure details
Submit an application
Processing time: within 4 weeks. Some cases will take more time. If the pass is approved, print the In-Principle approval (IPA) letter. It has a pre-approved single-entry visa for the foreigner to enter Singapore. |
Issuance of pass:

If you need more time to get the pass issued as the foreigners are waiting for their medical results, you can extend their STVP. Submit this request within 1 week before the STVP expires and upload the doctor’s memo stating the medical results collection date.
Eg: If the STVP expires on 10 February, please only submit the request from 3 February. |
Register finger prints and photo
When: Within 2 weeks after the pass is issued (if required) Check the notification letter for whether the foreigner needs to register their fingerprints and photo. For registration, you must make an appointment to visit EPSC. You need to registerβ―within 2 weeksβ―after the pass is issued.

Receive the card
When: Within 5 working days after registration of fingerprint and photo or verification of documents at EPSC We will deliver the card to the given address within 5 working days after the foreigner registers their fingerprint and photo at EPSC. If the foreigner does not need to register, MOM will deliver the card within 5 working days after verifying the documents. The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery. Appeal against a rejected Dependantβs Pass application for Overseas Networks & Expertise Pass holders
You have 3 months to appeal an unsuccessful Dependantβs Pass application. You should appeal only if you can address the reasons for rejection.
Β When to appeal
You should only submit an appeal for an unsuccessful Dependantβs Pass application if you can address the issues in your rejection advisory. There will be no change in the outcome unless there is new information in the appeal.
You need to submit your appeal within 3 months from the date of the rejection advisory. If you miss this time period, you will have to submit a new application.
Who can appeal
Only the main pass holder, appointed employment agent or employer on behalf of main pass holder can make an appeal.

How long it takes
An appeal takes around 4 weeks to be processed. MOM will send the outcome of your appeal to the email address provided in the original application form.
Replace a Dependant’s Pass card for Overseas Networks & Expertise Pass holders
You need to apply for a new Dependantβs Pass card within 1 week after it is lost, damaged or stolen.

- Make an appointment to have your pass replaced at MOMβs Employment Pass Services Centre (EPSC).
- Bring the supporting documents for your appointment.

- You will be issued a card replacement letter.
What you’ll need

Note: Overseas police reports should be translated to English.
Collect the replacement card
When: 4 working days after approval
You can collect the card at the Employment Pass Services Centre 4 working days after your replacement card request is approved. You do not need an appointment.
Bring along these documents for your visit:
- Original passport
- Card replacement letter
- The damaged card (if applicable)
- Completed declaration form (for lost or stolen cards)
- Police report (for stolen cards)
Note: Overseas police reports should be translated to English.
- For lost or stolen cards, you must collect the replacement card in person.
- For replacement of damaged cards, you can authorise someone to collect the card on your behalf. Make sure the authorised person brings these along:
- An authorisation letter from you
- NRIC, pass card or passport for verification
- The damaged card

Who does this: Main pass holder or Dependant’s Pass holder You need to inform MOM of changes in your personal particulars such as passport number, name or marital status. You can update your passport number and expiry date instantly using EP Online. Written requests to update these two details will not be accepted. To change the following particulars, you will need to submit your request and upload the relevant supporting documents.

Cancel a Dependant’s Pass for Overseas Networks & Expertise Pass holders
If you no longer need your Dependantβs Pass, you need to cancel it within 1 week before your departure. You can then be issued a Short-Term Visit Pass (STVP) to allow you to stay in Singapore before your departure. Once cancelled, please cut the pass card in half and discard it to prevent misuse.

How to cancel
The pass holder is required to submit a cancellation request using MOM online form.

If the DP holder is still in Singapore, you can request for a 90-day Short Term Visit Pass (STVP) when you submit the cancellation request. You will receive the STVP by email. Please print out the STVP and show it to the immigration officer (together with a valid passport) when leaving Singapore.
