FAQ On Overseas Networks & Expertise Pass (ONE Pass)

There will be no cap on the number of ONE pass to the candidates.

How much is the salary required for ONE Pass? /

Is there any salary criteria for ONE Pass (Overseas Networks & Expertise Pass?

Salary of smaller sums adding up to SGD30,000 from multiple employers is not acceptable. This is to ensure that the candidate has played or will be playing a meaningful role in a company.

Overseas candidates also need to demonstrate that they have worked or will be working for an established company with:

• Market capitalisation of at least USD500 million; Or
• Annual Revenue of at least USD200 million

Individuals with outstanding achievements across the arts and culture, sports, science and technology, and research and academia, can also qualify for ONE Pass even if they may not meet the salary criterion.

Examples of outstanding achievements: 

• Candidates in the arts include receiving prestigious regional or international prizes for excellence artistic endeavours.
• Applicants could have well-established careers in enabling roles such as managing top-tier talent.
• A world-class and renowned producer could provide networks, collaboration and opportunities which support the growth of local talents.
• In sports, suitable individuals for the pass include athletes, coaches, sports scientists and other sports-related specialists with a proven track record. They should be a good fit to benefit Singapore’s broader ecosystem through their desire contribute while pursuing their own interests.
• Those in research and academia, or science and technology, who are granted the ONE Pass would have demonstrated a high level of achievement in scientific and other academic research. This could involve a proven record of impactful outcomes from research conducted, which may include international recognition of scientific and academic leadership.

• You have 3 months to appeal an unsuccessful Overseas Networks & Expertise Pass application, but you should do so only if you can address the reasons for rejection.

• You should only submit an appeal for an unsuccessful Overseas Networks & Expertise Pass application if you can address the issues in your rejection advisory.
• There will be no change in the outcome unless there is new information in the appeal.

• The candidate, an employment agency or an employer acting on behalf of the candidate can make an appeal.

• You can make an appeal using the below form.

Note: If you are the authorised employment agent who is making the appeal, please attach a signed authorisation letter stating that the candidate has authorised you to submit an appeal on their behalf.

• An appeal takes around 4 weeks to be processed.
• MOM will send the outcome of your appeal to the email address provided in the original application form.

 Can ONE Pass holder bring in the Parents?

Can ONE Pass holder bring in the Common-law Spouse?

• Under Dependant’s Pass (DP):
  • Spouse (legally married)
  • Unmarried children under 21 years old, including those legally adopted
• Under Long-Term Visit Pass (LTVP):
  • Common-law spouse
  • Unmarried handicapped children aged 21 and above
  • Unmarried stepchildren under 21 years old
  • Parents

The Letter of Consent (LOC) will allow the spouses of ONE Pass holders to work.

• No log in is required.

• Employers, Employment Agency or anyone can check the status of a work pass application or the validity of a work pass.
• Work Permit holders can also check their salary information.

• Either Foreign Identification Number (FIN) or Passport number; and
• Date of birth (dd mmm yyyy)

• Records are shown within 6 months period.
• Records older than 6 months are not shown.

MOM reserves the right to cancel the pass if there are extended periods of economic inactivity with no good reasons.

Flexibility is given to encourage them to takes risks, explore new frontiers and make a big impact to benefit Singapore.

• Earn a fixed monthly salary of at least SGD30,000 on average over the past 5 years in Singapore.
• Started and is operating a Singapore-based company that employs at least 5 locals, each earning at least SGD5,000 (pegged to the EP minimum qualifying salary).

The details from the annual notification also will factor into MOM’s assessment on whether the passes are eligible for renewal.

• Yes.

• If your pass card is lost, stolen or damaged, you must apply for a replacement within 1 week.

Note:

• For a stolen card, you must also file a police report.
• If you lost the card while overseas, you must inform MOM immediately. MOM will issue a letter for you to use when entering Singapore.

• Only Overseas Networks & Expertise (ONE) Pass holder.
• No other person or employment agency is allowed for replacement of ONE Pass card.

• If you no longer plan to work in Singapore, within 1 week of your departure.

Note:

• If you become a Singapore Permanent Resident, you don’t need to cancel your pass. It will be cancelled automatically.

• Overseas Networks & Expertise pass holder and employment agency.

• No fee is payable to MOM for cancellation.

• Within 3 business days from submitting the cancellation request.
