What is the latest pass to be introduced by MOM recently?	MOM has introduced a new Overseas Networks & Expertise (ONE) Pass.
When ONE Pass is to be open for applications?	ONE Pass is open for applications from 01 January 2023.
What are the eligible Sectors for ONE Pass?	ONE Pass is meant for top talent across all sectors.
Is there any cap on number of ONE Pass to be issued?	No. There will be no cap on the number of ONE pass to the candidates.
How long will be processing time for ONE Pass?	Within four (4) weeks for most cases where some may take longer which depends on the complexities of the application.
What are the routes available to apply for ONE Pass?	Overseas Networks & Expertise (ONE) Pass can be applied either by meeting out with the fixed monthly salary criteria or with outstanding achievements across the arts and culture, sports, science and technology, and research and academia.
What is the eligibility criteria for Overseas Networks & Expertise Pass (ONE Pass)? How much is the salary required for ONE Pass? Is there any salary criteria for ONE Pass (Overseas Networks & Expertise Pass?	Applicants will need to earn a fixed monthly salary of SGD30,000 and above from one Employer, comparable to the top 5% of Employment Pass (EP) holders. Salary of smaller sums adding up to SGD30,000 from multiple employers is not acceptable. This is to ensure that the candidate has played or will be playing a meaningful role in a company. Overseas candidates also need to demonstrate that they have worked or will be working for an established company with: Market capitalisation of at least USD500 million; OR Annual revenue of at least USD200 million
Is there exemption of minimum salary criteria for ONE Pass (Overseas Networks & Expertise Pass)?	Yes, there is salary criteria exemption available for ONE Pass. Individuals with outstanding achievements across the arts and culture, sports, science and technology, and research and academia, can also qualify for ONE Pass even if they may not meet the salary criterion. Examples of outstanding achievements: Candidates in the arts include receiving prestigious regional or international prizes for excellence in artistic endeavours. Applicants could have well-established careers in enabling roles such as managing top-tier talent. A world-class and renowned producer could provide networks, collaboration and opportunities which support the growth of local talents. In sports, suitable individuals for the pass include athletes, coaches, sports scientists and other sports-related specialists with a proven track record. They should be a good fit to benefit Singapore’s broader ecosystem through their desire to contribute while pursuing their own interests. Those in research and academia, or science and technology, who are granted the ONE Pass would have demonstrated a high level of achievement in scientific and academic research. This could involve a proven record of impactful outcomes from research conducted, which may include international recognition of scientific and academic leadership.


Can I appeal against rejection of ONE Pass?	You have 3 months to appeal an unsuccessful Overseas Networks & Expertise Pass application, but you should do so only if you can address the reasons for rejection.
When to appeal?	You should only submit an appeal for an unsuccessful Overseas Networks & Expertise Pass application if you can address the issues in your rejection advisory. There will be no change in the outcome unless there is new information in the appeal.
Who can appeal?	The candidate, an employment agency or an employer acting on behalf of the candidate can make an appeal.
How to Submit an appeal?	You can make an appeal using the below form. Note: If you are the authorised employment agent who is making the appeal, please attach a signed authorisation letter stating that the candidate has authorised you to submit an appeal on their behalf. How long it takes?	An appeal takes around 4 weeks to be processed. MOM will send the outcome of your appeal to the email address provided in the original application form.


Can Overseas Networks & Expertise Pass (ONE Pass) holder bring in family members? Can ONE Pass holder bring in the Parents? Can ONE Pass holder bring in the Common-law Spouse?	Yes, available for certain family members of pass holders under respective Passes including Letter Of Consent (LOC) to work for Spouse: Under Dependant’s Pass (DP): Spouse (legally married) Unmarried children under 21 years old, including those legally adopted Under Long-Term Visit Pass (LTVP): Common-law spouse Unmarried handicapped children aged 21 and above Unmarried stepchildren under 21 years old Parents
Can spouse of ONE Pass holder work?	Yes, spouses of ONE Pass holders will be able to work on a Letter of Consent (LOC).
Is Spouse of Overseas Networks & Expertise Pass (ONE Pass) holder eligible for Letter of Consent (LOC)?	Yes, the spouses of Overseas Networks & Expertise Pass (ONE Pass) holders will be allowed to work with LOC (Letter of Consent). The Letter of Consent (LOC) will allow the spouses of ONE Pass holders to work.
Who can apply for LOC for the spouse of ONE Pass holder?	Your Employer or authorised Employment Agency can apply for LOC which will enable your spouse to work.


Can spouse of ONE Pass holder register and run a business?	Yes, the spouses of Overseas Networks & Expertise Pass (ONE Pass) holders will be allowed to register, run and manage his / her own business with LOC (Letter of Consent) as Dependant’s Pass (DP) holder.
How long will be the validity of LOC to run the business by the spouse of ONE Pass holder?	The validity of LOC is tied up with the validity of the Dependant’s Pass (DP) of the spouse which is again tied up with the validity of the main (ONE) pass holder.

Who can apply ONE Pass (Overseas Networks & Expertise Pass) and other passes for family members?	Candidates can apply directly, employer or by an appointed (licensed) Employment Agency (EA)
Can the status of ONE Pass (Overseas Networks & Expertise Pass) be checked?	Yes. No log in is required. https://www.mom.gov.sg/eservices/services/check-work-pass-and-application-status
Who can check the status of application or work pass?	Employers, Employment Agency or anyone can check the status of a work pass application or the validity of a work pass. Work Permit holders can also check their salary information.
What are the details required to check the status of application or work pass?	Either Foreign Identification Number (FIN) or Passport number; and Date of birth (dd mmm yyyy)
How long older record is shown for checking the status?	Records are shown within a 6-month period. Records older than 6 months are not shown.


How the salary declarations will be scrutinized?	MOM will scrutinize the applications from companies with a limited track record and asking for more documents to verify that the salary declared will in fact be paid.
How the salary declarations will be scrutinized when existing EP holders apply for ONE Pass?	MOM will scrutinize the personal income tax filings of existing Employment Pass (EP) holders who wish to convert to ONE Pass to ensure there are no inconsistencies.
How the overseas candidates will be scrutinized?	For overseas candidates, MOM will further assess their company’s market capitalization and revenue based on verifiable sources.
Can ONE Pass Holder remain unemployed?	MOM although does not impose a time limit requiring ONE Pass applicants to remain employed, it is not meant to be abused as a visit or travel document. MOM reserves the right to cancel the pass if there are extended periods of economic inactivity with no good reasons. Flexibility is given to encourage them to take risks, explore new frontiers and make a big impact to benefit Singapore.


How long ONE Pass will be valid?	ONE Pass will be issued for 5 years.
Can ONE Pass (Overseas Networks & Expertise Pass) be renewable?	Yes, the Overseas Networks & Expertise Pass (ONE Pass) is renewable for 5 years each time. To be eligible for renewal, the pass holder must meet either of the following: Earn a fixed monthly salary of at least SGD30,000 on average over the past 5 years in Singapore. Started and is operating a Singapore-based company that employs at least 5 locals, each earning at least SGD5,000 (pegged to the EP minimum qualifying salary).
Can ONE Pass (Overseas Networks & Expertise Pass) holder register / start the company in Singapore?	The personalised 5-year ONE Pass allows the pass holders to concurrently start, operate, and work for multiple companies in Singapore at any one time.
Will ONE Pass holder be allowed to incorporate multiple Singapore companies?	Yes, the personalised 5-year ONE Pass holders will be allowed to concurrently incorporate or start, operate, and work for multiple companies in Singapore at any one time.
Will ONE Pass holder be able to start, operate and work for multiple companies at any one time?	Yes, the ONE Pass holders will be allowed to concurrently register, operate, and work for multiple companies in Singapore at any one time.
Can ONE Pass holder operate / run the company or multiple companies in Singapore?	The newly announced and yet to be open for application, the 5-year ONE Pass allows the pass holders to concurrently start, operate, and work for multiple companies in Singapore at any one time.
Can ONE Pass holder work for multiple companies?	The newly yet to be launched 5-year ONE Pass allows the pass holders to concurrently start, operate, and work for multiple companies in Singapore at any one time.
Can Overseas Networks & Expertise Pass (ONE Pass) holder work for multiple companies?	The new ONE Pass will allow the pass holders to concurrently start, operate, and work for multiple companies in Singapore at any one time.


Is ONE Pass subject to Fair Consideration Framework (FCF) job advertising requirement?	No, the ONE Pass holders will not be subject to the Fair Consideration Framework (FCF) job advertising requirement.
Is ONE Pass subject to upcoming Complementarity Assessment Framework (COMPASS)?	No, the ONE Pass holders will not be subject to the upcoming Complementarity Assessment Framework (COMPASS).
Is there any annual notification to MOM by ONE Pass holders?	Yes, the ONE Pass holders will be asked to notify MOM annually of their professional activities, to ensure that they utilise the flexibilities accorded to contribute meaningfully. The details from the annual notification also will factor into MOM’s assessment on whether the passes are eligible for renewal.
When was the ONE Pass announcement made by the Ministry Of Manpower (MOM)?	The Overseas Networks & Expertise (ONE) Pass (ONE Pass) was announced by the Ministry Of Manpower (MOM) on 29 August 2022 which is open for applications from 01 January 2023.

Can I replace ONE Pass card?	Yes.
When to replace ONE Pass card?	If your pass card is lost, stolen or damaged, you must apply for a replacement within 1 week. Note: For a stolen card, you must also file a police report. If you lost the card while overseas, you must inform MOM immediately. MOM will issue a letter for you to use when entering Singapore.
Who can apply?	Only Overseas Networks & Expertise (ONE) Pass holder. No other person or employment agency is allowed for replacement of ONE Pass card.
Is there any fees for replacement of ONE Pass card?	Yes.. Refer to card replacement details.
How long it takes?	Immediate for most cases.
When card collection can be made?	4 working days after approval.


When to cancel the pass?	If you no longer plan to work in Singapore, within 1 week of your departure. Note: If you become a Singapore Permanent Resident, you don’t need to cancel your pass. It will be cancelled automatically.
Who can cancel the ONE Pass?	Overseas Networks & Expertise pass holder and employment agency.
Is there any fee for cancellation of ONE Pass?	No fee is payable to MOM for cancellation.
How long it takes for cancellation of ONE Pass?	Within 3 business days from submitting the cancellation request.
