Self Assessment Tool (SAT)? What is Self Assessment Tool (SAT) in Singapore? How to check the eligibility for Work Pass in Singapore?

Ministry Of Manpower (MOM) has developed a software tool to assess the criteria. MOM encourages you to use the Self-Assessment Tool (SAT) to get an indication of whether a candidate meets the Employment Pass requirements. Candidates can also use the tool to assess their eligibility.

If the SAT shows that the candidate is not eligible, you shouldn’t apply for the Employment Pass because it will be rejected.

Please note that SAT results will not apply to EP candidates from the Financial Services sector. They must meet higher qualifying salaries.

What is this Self-Assessment Tool (SAT) used for?

It is an online tool to assess if you qualify for an Employment Pass or S Pass based on the information provided, such as salary, educational qualifications and work experience.

It does not guarantee the actual outcome of your application. This is because there are other checks such as your employer’s quota (for S Pass) and your history, that are not considered in this assessment.

What can I do in the SAT?

You can:

  • Preview and check your details before submitting the self-assessment.
  • Edit your details easily for re-assessment.
  • Print your assessment results.
What should I do if I cannot find my institution in the SAT?

MOM does not have a list of recognised institutions.

In the SAT and the work pass application form, we have included a list of institutions that are commonly declared in work pass applications.

If your institution is not in the list, please enter its name as shown on the educational certificate.

What should I do if I cannot find my qualification in the SAT?

If the qualification level that appears on your certificate is not in the list on the SAT, you can choose the equivalent level from the dropdown list.

Tip: You can choose not to declare the qualification in the SAT.

Does MOM store the data I provide?

No, MOM does not collect any data that allow MOM to identify you.

As the data you provide and outcome are not stored, you should save or print a copy of the assessment before you exit the SAT.

Are there any charges for using SAT?

No. It is free for registered EP eService account holders of Employers and employment agents with requirement of credentials.

Where can I access to use SAT?

Employers and employment agents can use the enhanced Self-Assessment Tool (SAT) to get an indicative outcome of their EP applications, including COMPASS scores. The enhanced SAT should be used to assess EP applications submitted from 1 September 2023 onwards.

Please note that an EP eService (formerly EP Online) account is needed to use the enhanced SAT.
