Why new Permanent Resident is entitled with lower CPF rates?

It’s due to make room for adjustment with their earnings with new mandatory deduction of CPF. That’s the reason, the CPF rates for the new SPR is with gradual increase for the first and second year. From the third year onwards, it’s with full contribution rates which are applicable to the Citizens.
