Eligibility for Long-Term Visit Pass for Overseas Networks & Expertise Pass holders

Eligible Overseas Networks & Expertise Pass holders can bring certain family members to Singapore on a Long-Term Visit Pass.

You can apply for a Long-Term Visit Pass for your family if you hold an Overseas Networks & Expertise Pass.

You can get a pass for the following family members:

  • Common-law spouse
  • Unmarried handicapped children aged 21 and above
  • Unmarried step-children under 21 years old
  • Parents

Note: If you are legally married or have children, you may be eligible for aβ€―Dependant’s Pass.

Documents required to apply for Long-Term Visit Pass for Overseas Networks & Expertise Pass holders

You need to submit documents such as copies of passport details and birth or marriage certificates along with the Long-Term Visit Pass application.

You will need the travel document biodata page (including any amendments) to apply for a Long-Term Visit Pass (LTVP).

You may need to submit additional documents depending on the family member you are applying for:

  • Copy of the common-law marriage certificate.
  • An affidavit by the work pass holder and their spouse declaring that they are in a common-law relationship recognised under the laws of their home country/region. The affidavit must also be notarised in their home country/region.
  • A letter from the home country/region’s embassy of the work pass holder or spouse acknowledging that they are in a common-law relationship recognised under the laws of their country/region.
Unmarried handicapped children above 21 years of age
  • A letter or report from a medical practitioner on the child’s condition.
Unmarried stepchildren under 21 years of age
  • A copy of the court order on the child’s custody.
  • A letter from the other biological parent stating there is no objection to bringing the child to Singapore.
  • Verification of Vaccination Requirements (for entry to Singapore) document issued by HPB is needed for foreign-born children who meet these conditions:
    • Aged 12 years old and below.
    • Applying for a new LTVP – this includes those whose LTVPs have expired or been cancelled for more than 30 days.

Existing DP, LTVP and Student’s Pass holders do not need this document.

Parents
  • A copy of the work pass holder’s birth certificate that states the names of the parents.
Note:

  • For non-English documents, you must submit all of the following:
    • Original document.
    • English translation of original document. The translation can be done by a translation service provider.
  • MOM may ask for other documents during reviewing of your application.

 

Apply for a Long-Term Visit Pass for Overseas Networks & Expertise Pass holders

You can apply for a Long-Term Visit Pass for family members.

Dependants must be fully vaccinated against COVID-19 with WHO EUL vaccines (including booster, if eligible) to get their passes issued.

What are the steps for applying LTVP of ONE Pass?

These are the steps for applying:

Procedure details

Submit an application

 

Processing time: within 4 weeks. Some cases will take more time.

 

To submit an application:

 

1)Β Β Β Β Β  Fill up the application and upload the required documents.

2)Β Β Β Β Β  Pay $105 fee for each application. You can pay by VISA or MasterCard.

3)Β Β Β Β Β  Check your application status after 4 weeks. It may take longer if additional information is required.β€―If you receive an email fromβ€―MOMβ€―requesting for more documents, please reply directly to the email you received from MOM.

4)Β Β Β Β Β  The application outcome will be sent to the notification email indicated in your application. If the pass is approved, print the In-Principle approval (IPA) letter. It has a pre-approved single-entry visa for the foreigner to enter Singapore.

Issuance of pass:

 

When: Within 6 months of in-principle approval

 

Processing time: Immediate

 

The foreigner must be in Singapore to verify their documents and get the pass issued over the counter at the Employment Pass Services Centre (EPSC):

 

1)Β Β Β Β Β  Make an appointment to get the pass issued at MOM’s EPSC.

2)Β Β Β Β Β  Bring the supporting documents for your appointment.

3)Β Β Β Β Β  Pay the fees using VISA, MasterCard, AMEX, NETS or CashCard (if your credit or debit card was not issued in Singapore, please ensure it has been activated for overseas use):

a.Β Β Β Β Β  $225 for each pass

b.Β Β Β Β Β  (If applicable) $30 for each Multiple Journey Visa

4)Β Β Β Β Β  You will be issued a notification letter.

 

The notification letter:

 

Β·Β Β Β Β Β Β  Allows the foreigner to travel in and out of Singapore while waiting for the pass card.

Β·Β Β Β Β Β Β  States if the foreigner needs to have their fingerprints and photo taken for the card registration.

Β·Β Β Β Β Β Β  Is valid for 1 month from the date of issue. If the foreigner needs more time to complete the card registration procedures, you can request to extend the validity of the notification letter.

If you need more time to get the pass issued as the foreigners are waiting for their medical results, you can extend their STVP. Submit this request within 1 week before the STVP expires and upload the doctor’s memo stating the medical results collection date.

Register finger prints and photo

 

When: Within 2 weeks after the pass is issued (if required)

 

Check the notification letter for whether the foreigner needs to register their fingerprints and photo.

 

For registration, you must make an appointment to visit EPSC. You need to registerβ€―within 2 weeksβ€―after the pass is issued.

Receive the card

 

When: Within 5 working days after registration of fingerprint and photo or verification of documents at EPSC

 

We will deliver the card to the given address within 5 working days after the foreigner registers their fingerprint and photo at EPSC.

 

If the foreigner does not need to register, MOM will deliver the card within 5 working days after verifying the documents.

 

The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery.

If an attempted card delivery is unsuccessful

Β·Β Β Β Β Β Β  After two attempted deliveries, the foreigner has to collect the card atβ€―EPSC.

 

Β·Β Β Β Β Β Β  The foreigner or an authorised person can collect itβ€― 3 working daysβ€―after the second attempted delivery. They do not need an appointment.

If you authorise someone to collect it on your behalf, make sure they bring these along:

Appeal against a rejected Long-Term Visit Pass application for Overseas Networks & Expertise Pass holders

You have 3 months to appeal an unsuccessful Long-Term Visit Pass application. You should appeal only if you can address the reasons for rejection.

When to appeal

You should only submit an appeal for an unsuccessful LTVP application if you can address the issues in your rejection advisory. There will be no change in the outcome unless there is new information in the appeal.

You need to submit your appeal within 3 months from the date of the rejection advisory. If you miss this time period, you will have to submit a new application.

Who can appeal

Only the main pass holder, appointed employment agent or employer on behalf of main pass holder can make an appeal.

You can make an appeal using this form. If you are the authorised employment agent who is making the appeal, please attach a signed authorisation letter stating that the candidate has authorised you to submit an appeal on their behalf.

How long it takes

An appeal takes around 4 weeks to be processed. MOM will send the outcome of your appeal to the email address provided in the original application form.

 

Replace a Long-Term Visit Pass card for Overseas Networks & Expertise Pass holders

You need to apply for a new Long-Term Visit Pass card within 1 week after it is lost, damaged or stolen.

When to replaceΒ Β Β Β Β Β Β Β Β Β Β Β Β  If your pass card is lost, stolen or damaged, you must apply for a replacement within 1 week.

Note:

For a stolen card, you must also file a police report.

If you lost the card while overseas, you must inform MOM immediately. MOM will issue a letter for you to use when entering Singapore.

How much it costsΒ Β Β Β Β Β Β Β Β Β Β Β Β  For a damaged card, the fee is $60.

For a lost card, the fee is:

Β·Β Β Β Β Β Β  $300 for a subsequent loss.

Fees are non-refundable.

Note:

Β·Β Β Β Β Β Β  MOM may call you for an interview before MOM issues a new card or if you lose your card repeatedly.

Β·Β Β Β Β Β Β  If the lost card is found, please return it to MOM immediately by post:

Apply for a replacement card:

  • Make an appointment to have your pass replaced at MOM’s Employment Pass Services Centre (EPSC).
  • Bring the supporting documents for your appointment.
  • Pay the fees using VISA, MasterCard, AMEX, NETS or CashCard (if your credit or debit card was not issued in Singapore, please ensure it has been activated for overseas use)
  • You will be issued a card replacement letter.

What you’ll need

You will need the following documents to replace the pass over the counter:

  • Original passport
  • The damaged card (for request due to damaged card)
  • Police report (for stolen cards)

Note: Overseas police reports should be translated to English.

Collect the replacement card

When: 4 working days after approval

You can collect the card at the Employment Pass Services Centre 4 working days after your replacement card request is approved. You do not need an appointment.

Bring along these documents for your visit:

  • Original passport
  • Card replacement letter
  • The damaged card (if applicable)
  • Completed declaration form (for lost or stolen cards)
  • Police report (for stolen cards)

Note: Overseas police reports should be translated to English.

  • For lost or stolen cards, you must collect the replacement card in person.
  • For replacement of damaged cards, you can authorise someone to collect the card on your behalf. Make sure the authorised person brings these along:
    • An authorisation letter from you
    • NRIC, pass card or passport for verification
    • The damaged card

Β·Β Β Β Β Β Β  Log in to EP Online to update the address or personal contact details (e.g. mobile number) within 5 days of any changes. The update is immediate.

Β·Β Β Β Β Β Β  Print the acknowledgment page andβ€―hand it over toβ€―the pass holder for safekeeping together with the pass card.

Change in personal particulars

 

Who does this: Main work pass holder or Long-Term Visit Pass holder

 

You need to inform MOM of changes in your personal particulars such as passport number, name or marital status.

 

You can update your passport number and expiry date instantly using EP Online. Written requests to update these two details will not be accepted.

 

To change the following particulars, you will need to submit your request and upload the relevant supporting documents.

Β·Β Β Β Β Β Β  MOM will inform ICA about the changes to passport details. If you wish to clear immigration using the automated gates at the checkpoints, you can do so after 4 working days from making the update.

 

Cancel a Long-Term Visit Pass for Overseas Networks & Expertise Pass holders

If you no longer need your Long-Term Visit Pass, you need to cancel it within 1 week before your departure. You can then be issued a Short-Term Visit Pass (STVP) to stay in Singapore before your departure. Once cancelled, please cut the pass card in half and discard it to prevent misuse.

Β·Β Β Β Β Β Β  If the LTVP holder becomes a Singapore permanent resident, you do not need to cancel your pass. It will be cancelled automatically.

How to cancel

The pass holder is required to submit a cancellation request using MOM online form.

If the LTVP holder is still in Singapore, you can request for a 90-day Short Term Visit Pass (STVP) when you submit the cancellation request. You will receive the STVP by email. Please print out the STVP and show it to the immigration officer (together with a valid passport) when leaving Singapore.
