LOC For Dependant’s Pass Holder of Overseas Networks & Expertise Pass (ONE Pass)

Applying for an LOC

Before applying, the applicant’s Dependant’s Pass must have at least 3 months’ validity. If the remaining validity is less than 3 months, the DP should first be renewed.

For a spouse who wishes to operate a business, the LOC application may be submitted by the candidate or through an appointed Employment Agent. Application status may be checked after 3 weeks; additional documents may be requested where necessary.

Important: An LOC must be obtained before the DP holder starts working or operating the business.

Renewal of LOC

The LOC can be renewed up to 6 months before its expiry, generally when the Dependant’s Pass is renewed. Before renewal, the DP must have at least 3 months’ validity.

There is no MOM fee for LOC renewal, and MOM states that most renewal applications are processed within 3 weeks. Renewal is carried out through the EP eService.

Important Difference for DP Holders of ONE Pass Holders

Under MOM’s current dedicated LOC framework for spouses of ONE Pass holders, the renewal page does not state the local employee hiring requirement that applies under the separate business-owner LOC framework for other eligible DP holders.

Accordingly, the requirement to employ at least one Singapore Citizen or Permanent Resident meeting the prescribed salary and CPF conditions should not be presented as a renewal requirement for this ONE Pass spouse LOC category.

Cancellation of LOC

The LOC should be cancelled within 1 week after the LOC holder’s last day of notice, or when the business is no longer active.

A cancellation request may be submitted up to 14 days in advance. Cancellation is generally immediate unless an advance cancellation request is submitted. The cancellation is made through the EP eService.

Replacement of Lost LOC

If the LOC is lost, the LOC holder must report the loss and request a replacement through MOM’s prescribed process.

DP Holders Who Obtain an EP or S Pass

A DP holder who obtains an Employment Pass (EP) or S Pass will receive the work and stay privileges associated with that pass. As the individual’s stay will then no longer depend on the main ONE Pass holder, the DP will no longer be required and must be cancelled before the EP or S Pass is issued.

DP Holders Who Obtain a Work Permit

A DP holder who obtains a Work Permit must retain both the Work Permit and the ONE Pass Dependant’s Pass. The Work Permit validity will be tied to the DP validity.

DP holders may apply for a Work Permit regardless of nationality or citizenship and are exempt from certain normal Work Permit requirements, including the six-monthly medical examination, security bond and pregnancy restrictions.

Volunteer Activities

A DP holder does not need a work pass to participate in volunteer activities where no payment is involved and the activities are for a charitable purpose.
